Education is a Cornerstone of Life. Washington State PTA
Improve Schools and Reduce Property Taxes:
The Washington State Constitution reads that education "is
the paramount duty of the state." The Legislature has failed in
their duty. Property tax covers about 15% of education. The
state must cover all education costs. This would result in
lower property tax.
Seattle School District v. Washington, 1977 held that local
school levies could not be used to fund basic education. Today
there is a lawsuit moving through the court system to define
"basic education". I argue the Legislature has failed in the
Washington State constitutional mandate to provide "ample"

Currently about 15% of annual school spending comes from
levies supported by local property taxes ($2 Billion, state wide).
The state two year budget is $61 Billion. By reducing all
expenditure save education and law enforcement ($25 Billion)
by ten percent (61 - 25 = 36 x .10 = $3.6 Billion) you can fund
both levies and school construction (bonds) from state money
while reducing property taxes. Hence my assertion that you
can cut taxes and improve schools by changing the way state
money is spent. We send enough money to Olympia how it is
spent is wrong.
Simple Majority: The State Constitution was changed in
1944 to Super Majority. I advocate changing it back to what
the founders intended, simple majority. As a patriot and
having had the honor of serving this country for 24 years in the
U.S. Military I believe in democracy. We have U.S. Armed
Forces members who have made the 'ultimate sacrifice' in Iraq
and Afghanistan to bring democracy to those countries. In a
citizen plebiscite super majority is morally wrong.
Nursing Education: Hundreds of qualified applicants are denied
an education in Nursing. Simply put there are too few Nursing
professors and resources dedicated to this important field. I will work
to redirect State spending to increase the number of Nurses that can
be trained in Clark and Cowlitz counties.
These jobs pay $60,000 per year and more.
Six in ten applicants are denied entry to Nursing School due to a
lack of dedicated funding to increase the number and raise the pay of
Nursing Professors.
I will change this deficient system.
3% loan for College. The incredible advances of the last century
were made possible by the GI loan. Millions of Veterans went to
college or learned a trade. Today we need that same type of vision.
Cost should not be an obstacle to college or learning a trade. I would
work to reallocate State money to fund a 3% college/trade school loan
program for all students attending fours years and graduating from a
Washington Public High School. For example we spent $410 million on
refurbishing the Capitol. There is no return on that investment. $410
million would fully fund a 3% Loan for Washington State public colleges
or union trade schools. That investment would return money to the
State in the form of better jobs plus loans are paid back.

Washington State Constitution, education is the
"paramount duty of the state".
Abolish WASL: The Washington Assessment of Student Learning or
WASL has been a failure. The WASL measures student learning of the state’
s academic standards. Students are tested each spring in grades 3-8 and 10 in
reading and math. Students also are tested in writing in grades 4, 7 and 10 and
science in grades 5, 8 and 10. Over $22 million has been allocated and
spent. Between $15 million and $25 million in additional funds could send
good money after bad.
WASL means nothing outside Washington State. I am not in favor of
'reinventing the wheel'. The state of Maine has chosen to employ the
Scholastic Aptitude Test (SAT) to validate the level of learning by their
graduating seniors. This would save money for both the state and parents,
validate the State of Washington graduates against a known quantitative
standard and export the time and expense of grading this test to an outside
agency. Win, win, win.
Tests for the other grades would be the Iowa Tests of Basic Skills (ITBS).
Simple Majority for Bonds
Without the addition of an education Senator, Simple Majority for Bonds will
never pass the Washington State Senate. The bare majority, 33 Senators or
two-thirds, who voted in favor of Simple Majority for Levies, is gone. Senator Jim
Clements (R) Yakima who supported Simple Majority has been replaced.
I will be that education Senator but I need your help. I testified before both the
Senate and House in support of Simple Majority. I traveled the state to gain support
to help bring Simple Majority for Levies, HJR 4204, to a successful conclusion. I am
a PTA leader. I need your financial support.

Teacher Pay:
The minimum pay for a teacher in Washington State, who is required to have a
baccalaureate degree, is: $34,426
The minimum pay for a Washington State Legislator, who has no minimum education
requirement (we have had high school drop outs), is: $42,106
The Legislature has 'punted' their salary increases to a Salary Commission who in the last 13
years has increased pay by 55% for State Legislators.
This is wrong. Education is THE paramount duty of Washington State.
