Thank you my friends for giving me the opportunity to address you here today.  Honesty, Education and
Cutting Taxes are my priorities.

My name is Jon Haugen, I am a candidate for Washington State Senate the 18th District.  Please consider
voting for me.

A little bit about me:  I am not a politician.  I am a graduate of the US Naval Academy.  I spent 24 years in
the US Military. I am a Captain flying for Delta Air Lines.  I am a fiscal conservative.
 I've been married for
23 years.  My wife and I have three great children, one a graduate of Western Washington, one at WSU
Pullman and one at Skyview high school.  My wife is a Registered Nurse at Legacy Salmon Creek.  Both my
parents were teachers.

I'm a volunteer with the PTA as the Legislative Chair for Clark and Cowlitz county.

Education:  Education is the best investment a society can make.  Better education leads to better jobs.  Better
education leads to less crime.

I strongly support democracy and education.  I thought it was wrong that education levy votes not be afforded
simple majority, democracy.  I was the only private citizen to testify before house and senate committees in
Olympia in support of simple majority, democracy.  Helping to restore democracy to the Washington State
Constitution is an achievement of which I am proud.

My opponent has been in Olympia 13 long years.  
It is reprehensible that he was one of three senators to vote
against poor kids getting a hot meal at school.  He sponsored the bill that will raise car tabs by $20.  You have
spent over half a million dollars on him.  What is your return on that investment.

Education is cheap, prisons are expensive.  On the state level it costs $31,071 per prisoner per year.   The
prison population has double in the last 13 years.  Improved education will reduce crime.  The number of
High School dropouts has doubled in the last 13 years.  Investment dollars in education have declined.  These
are awful trends, we need a change.

Education is the cornerstone of life.
 

The state constitution is explicit:  "Education is the paramount duty of the State".  The state must foot the bill,
entirely, for education through high school.  The money collected from property tax for education is wrong.  
Communities with a high tax base will have newer schools and more resources than those with a low tax base
(Vancouver schools vs. Battle Ground schools).  Only by raising the standards of education throughout the
district can we hope to produce tomorrow's Edison's, Bell's, Boeing's and Gate's.  We will only be the 'land of
opportunity' only so long as our citizen's education can support the dreams of tomorrow.

Education past high school is essential.   I propose a 3% loan for all students, having attended four years at
and graduated from a Washington State public high school, to attend a Washington State public college or
trade school to obtain essential post high school education.
Nursing education:  We currently have a lottery for nursing because we have too many qualified applicants
and not enough resources.  I will change that.

Cut Taxes:  Property taxes are out of control.  I was stunned by my last assessment from Clark County.  I
fought the Clark County Assessors’ Office and won.  I had my property taxes reduced by $68,000.  I want to
use that knowledge to change the system for those that don’t have the time or the expertise to fight against the
County.

We collect enough taxes from other sources.  It is not that we need more money sent to Olympia but that the
way it is spent must be changed.  Cut back on all expenditures, by 10 percent, except for education and law
enforcement, redirect that money to education which would lower property tax but improve education.

Family Wage Jobs.  Every politician seems to say these words but most only say them.  In November 2007, I
visited Pipestone, Minnesota where the words were put into action.  I met with Jeff Jones the city official who
brought Suzlon Corporation, a company headquarter in Bombay India, to the United States in 2003.  I met
with the director of Suzlon Rotor Corporation, Bhupen Barbaria and discussed bringing Suzlon to southwest
Washington.
I met with a Norwegian company, REC Silicon, in October 2006.  I was given a private tour was hosted by
the CEO Goran Bye President and CEO of REC Silicon.  This plant manufactures one third of the world's
silicon right here in Washington.  It is then shipped to Norway for solar panel manufacture.
   Working with REC Silicon, as your State Senator, I would bring a Solar Plant facility and hundreds of jobs
to Southwestern Washington.

I am running for State Senate because it is who I am, I have a long record of public service.  I have been
trained to lead by the military.

This is a great country.  We have not reached our potential.   I have been blessed by the opportunities that this
great nation has made possible. I have found that luck always follows hard work.

Honesty:  One of the many reasons I am running is because I am embarrassed by my State Senator.  I can
say:  I have never been arrested, I have never had cocaine, I have never filed for bankruptcy, I have never
stolen money from the Federal Government and I have never stolen money from the State of Washington.


Please compare the candidates:  not just who is honest, not just who believes in education, not just who
served this country but who has new ideas, who can make important changes. But please compare all these
qualities.  I ask for your vote in November.

I thank you for your time.  Even if you don't vote for me I ask that you consider three things:  First, volunteer
at your local school and consider joining the PTA, this non-partisan group has but one goal to improve
education; Second, give blood, give blood to save lives;  Third, vote. Even if you do not vote for me, vote to
honor the sacrifices of our military.
